Meeting Summary and Briefs: City of Marshall City Council for September 14, 2026
Marshall City Council | September 14, 2026
Overall Meeting Summary
The Marshall City Council moved through a full agenda in 28 minutes on Monday, Sept. 14, 2026, adopting two legislative measures and approving six separate payments before signing off on the month’s bills. All council members were present, and every roll call recorded in the minutes was unanimous.
The two legislative items were Ordinance 2026-O-26, which raised the city’s bulk water rate for tank wagons from $0.50 to $2.00 per 100 gallons and added new account requirements, and Resolution 2026-R-22, supporting an Illinois Transportation Enhancement Program grant application for a multi-use path and crosswalk improvements on IL Route 1 between Trefz Drive and IL Route 40. Both are covered in full in separate stories, as are the four largest payments — $77,309 for a 2025 Chevrolet Silverado from Sapaugh Motors, $64,759.61 to BH Electric for ZF circuit repair, $37,798 to G & S Asphalt for paving two alleys, and $34,617 to BHMG Engineers for NESHAP compliance testing — and the council’s acceptance of a USDA Rural Business Development Grant for FY 2026. The six individually approved payments total $233,118.82.
The council also approved the month’s bills, accepted two smaller quotes, and heard from three speakers. Remaining items are summarized below.
Council Approves $348,333.35 in Bills
Alderman Jarod Green moved to pay bills in the amount of $348,333.35, seconded by Alderman Warren LeFever. Upon roll call, all council members voted in favor and the motion carried. The agenda item lists only “Pay Bills” with no figure, and no itemized bill list, warrant register or fund breakdown is included in the meeting materials. The minutes do not indicate whether the $348,333.35 total includes any of the six payments the council approved separately earlier in the same meeting, so the two figures cannot be added together from the public record.
$5,435.21 Grinder Pump Approved for Lift Station
Alderman Greg King moved to approve payment for a lift station grinder pump from Vandevanter Engineering in the amount of $5,435.21, seconded by Alderman Warren LeFever. The vote was unanimous. The supporting document is proposal No. OP-661890, dated Sept. 10, 2026, for one Keen KG3-2301 submersible grinder pump — 3 horsepower, single phase, 230 volt, with a double mechanical seal and moisture probe, 3,450 rpm, a 40-foot cord and a 4.5 impeller diameter. Lead time is four to five weeks after receipt of a signed proposal or purchase order, and the price does not include installation, which would be an additional cost. The proposal is unsigned in the packet, its customer line reads “Jason Scott – Marshall IL,” and it does not identify which lift station the pump is for.
Mulch Grinding Quote Accepted at $13,200
Alderman Greg King moved to accept a quote from Sullivan County Wood Products, LLC for mulch grinding in the amount of $13,200.00, seconded by Alderman Warren LeFever. The vote was unanimous. The exhibit is estimate No. 1012, dated Sept. 10, 2026, from Sullivan County Wood Products, LLC, of 165 E. County Road 300 N, Sullivan, Indiana. It contains a single service line — “grinding,” described as “grind to make mulch” — at a rate of $13,200.00 for a total of $13,200.00, with the quantity field left blank. The estimate’s “Accepted By” and “Accepted Date” lines are blank. It does not identify the source or volume of material to be ground, a location, or a schedule, and no document in the packet connects the quote to any other matter before the council.
Resident Asks for More Action on Brush Pile Fire
During public comment, Dave Taylor told the council he appreciates efforts to put out the brush pile fire and requested that more be done, according to the minutes. The minutes record no further detail — no location, no date for the fire, no description of what additional steps were requested — and no response from the mayor, council or staff. No action was taken and the matter does not appear elsewhere on the agenda.
AirEvac Representative Pitches Membership to Council
A speaker identified in the minutes only as “Andy from AirEvac” urged the council during public comment to consider becoming a member and adding the membership to benefits for city employees. The minutes record no membership cost, no coverage terms, no number of employees who would be affected and no response from the council. No motion was made and no action was taken. The item was not on the printed agenda.
Conex Containers Raised Under New Business
The council’s New Business item carried no listed subjects on the printed agenda. The minutes record a single entry under that heading: “Bob Nelson commented on Conex containers and requested to be a part of the conversation.” The minutes do not state Nelson’s role, what prompted the subject, whether the city is considering regulation, permitting or purchase of such containers, or what conversation he asked to join. No motion was made and no action was taken.
No Committee Reports Recorded; Meeting Runs 28 Minutes
Committee reports appeared as item XV on the agenda, and the agenda’s closing line states “COMMITTEE MEETINGS CALLED TO DATE: None.” The minutes contain no entry for committee reports. The regular meeting was called to order at 6:30 p.m. with Mayor John Hasten presiding and adjourned at 6:58 p.m. on a motion by Alderman Warren LeFever, seconded by Alderman Greg King. The council also approved the minutes of the previous meeting on a motion by Alderman Jarod Green, seconded by Alderman Greg King, by unanimous roll call. The agenda offered remote participation by Zoom and set a three-minute limit on public comment.
